Have you tried reinstalling the software using compatibility mode to see if that works?
You can try choosing a earlier version of Windows the software is known to work in such as Windows 7 or Windows 8.

Looks like you will have to downgrade to Windows 10 1803 and stick with that for now. Its still a supported release.
Windows Update might attempt to upgrade to Windows 10 1809 later again. See instructions how to block it:

FYI: Also had same issue with over a dozen systems on 1809. Worked with WS support for weeks, even provided them with VMs to test on. Comparability mode did not work at all as a solution. UPS never found a workaround or solution. Finally bit the bullet and reinstalled on all and imported backup data and had to remap all ODBC... Nothing I tried worked except reinstall. I was hoping they had fixed it but sounds like same issue still exists. The issue has something to do with rights, for example if I ran as admin it worked but only when manually updated each time..Elevated script did not...

It sounds very similar to what I had to do a few months ago with 1809. This time I reach out to the UPS level 2/3 contact I was working with last time and asked her about what I had read and she confirmed that MS is working with UPS on this and she assured me she would get back to me when they find a fix. Last time I gave them (UPS level 3 several VMs to work on for about 3 weeks), the eventual fix they came up with didn't work so I ended up redoing the installs on about 10 machines in 3 different locations. Being that they never actually came up with a solution last time, I can tell you if it acts the same it had something to do with permissions as when we ran-as admin they used to work but this time I understand the MS installer actually blocks you from installing if it detects UPS Worldship?

Been trying to update many computer with UPS WW on them for the last weeks. Microsoft block and it's impossible to update the machine, saying "Something went wrong" and then everything stop. We run a powershell script to see the blocked app, it's the UPS WW software that is blocking the update.
The only way seem to delete the software and reinstall it, but thats not a option.. backup everything and cross my finger that the app will reinstall after the migration. As the company relay on this for it's operating, I will not guess it.
Not upgrade to the lastest version of windows give us problem with compatibility and security.

I'm also running into the same problem with UPS worldship (and possibly also FedEX ship manager). I've tried doing an inplace upgrade to 1903, using USB media and copying the ISO on to the HD, which did NOT work. Everytime it failed with Error: 0xC1900209 - 0x4000D. So far the ONLY solution I've found is to remove UPS worldship (backup the DB, and the ODBC settings, etc), install the 1903 build and reinstall UPS worldship. I'm waiting to hear back from UPS TSG about when they'll have a version of Worldship compatible with 1903.

HUGE UPS WORLDSHIP BUILD UPDATE 8-16-2019,
8-21-2019 At the moment: Microsoft will still stop all systems from rolling if Worldship is installed. I have already on 2 nodes uninstalled Worldship, upgraded to the 1903 Windows build and successfully re-installed Worldship. THIS WORKS at least on my nodes, I would bet the Admin will also, just need to archive / backup everything to be safe, and re-install devices and Hazmat printer settings, or simply wait for Windows Update to allow the upgrade if the problem has been resolved.
8-22-2019 Still can not simply upgrade to 1903 with a Worldship system, still blocked VIA Microsoft
9-05-2019 Still not able to verify if a system with Worldship can be upgraded too Windows-10 / 1903 without uninstalling and still work. According to Bradleys post today ... it does not yet
9-12-2019 Admin system, Windows 10 1803 is telling me its time to upgrade. I will attemp this either tonight or tomorrow and post back as to wether it simply upgrades without uninstalling Worldship
9-13-2019 IT WORKS successfully upgraded Admin sys from 1803 too 1903 without uninstalling Worldship. After all updates from Microsoft completed, I still had to go into the Admin system / start / UPS / support utility.. Admin tab and choose "config windows firewall for UPS database access" POOF ALL MY NODES CONNECTED AND WORKED

I will know more tomorrow but just asked the UPS level 2 agent I worked with last time on this and this is what she has said so far...
"The post is correct there is an update for WorldShip which is a full install, new version is 22.0.17. I believe it is supposed to work with the Windows 10 feature build 1903 but have not had the opportunity to test. Your email came shortly after a regularly schedule conference call with Development or I would have asked for some specifics. We have another meeting on Thursday I will ask for some details about the update. There are some other updates that have been downloaded as objects to WorldShip which are also related to making WS and Win 10 Build 1903 work."
I may run some initial tests on some VMs...
